There have been 337 principal local council by-elections during 2013, including those on 2nd May, with 97 (29%) changing hands.

Conservatives had official candidates in in 98.5% of the by-elections, Labour in 86%, Lib Dems in 69% whilst UKIP contested 68%.

Conservatives gained 4 seats from Labour, 9 from Lib Dems, 3 from Independents and 1 from UKIP
- whilst losing 14 seats to Labour, 11 to Lib Dems, 9 to Independents / No Description, 10 to UKIP, 2 to Resident Groups and 1 a Liberal

Labour gained 14 seats from Conservatives, 5 from Lib Dems, 3 from Independents, 4 from SNP, 2 from Greens and 1 from each of a Resident Group and UKIP
- whilst losing 4 to Conservatives, 2 to Lib Dems, 1 to a Resident Group and 2 to UKIP

Liberal Democrats gained 11 seats from Conservatives, 2 from Labour and 2 from Independents
- whilst losing 9 to Conservatives, 5 to Labour, 2 each to Independents and UKIP and 1 to Green

UKIP gained 10 seats from Conservatives, 2 from both Labour and Lib Dems and 1 from English Democrats
- whilst losing 1 each to Conservative, Labour and Kidderminster Health

Independents / No Description gained 9 seats from Conservatives and 2 each from Lib Dems and SNP
- whilst losing 3 each to Conservatives and Labour and 2 to Lib Dems

City Independents gained a seat in Stoke-on-Trent from Labour
It Our County gained a Herefordshire seat from Conservatives,
South Woodham Ferrars Independents gained a seat in Chelmsford from Conservatives
Whitewell Residents gained one in Bolsover from a Green whilst
Swanscombe & Greenhithe Residents association lost a seat to Labour in Dartford

Greens gained a seat from Lib Dems whilst losing 2 to Labour and one to a Resident Group
SNP lost 4 seats to Labour and 2 to Independents
Kidderminster Health Concern gained a seat from UKIP
English Democrats lost a seat to UKIP and
Liberal gained a seat from Conservatives

There were 337 seats contested in local council by-elections during 2013, including 1 where the candidate was returned unopposed. A total of 97 seats changed hands or 29% of the number contested.

The table below analyses these numbers in more detail. It also includes a comparison with not only 2012 but also 2011, when the main District Councils on a 4 year cycle held their elections, as well as 2010 when the General Election was held in May. All figures exclude deferred and delayed elections, including Exeter and Norwich in 2010.

The seats changing hands averages around 30% each year, a figure consistent with earlier studies.

In addition to these by-elections, 16 vacancies had occurred subject to the "6 month" rule, a lower figure than the 35 in 2012, 64 in 2011 and 27 in 2010 reflecting in part the number of seats being contested within the 4 year electoral cycle.  An average of 5 seats per week have fallen vacant over the last four years with some 40% or so (37% in 2013) arising from the death of a councillor.   However, on the main May election day this year, only 16% of the by-election were the result of a death with several dozen councillors elected in 2011 resigning to cause a by-election on the day of the County Council elections.

VIRGIN MEDIA PRICE RISE IN FEBRUARY HOW TO FIGHT BACK.

I apologise in advance for this being off topic.

But thought it would be useful as a public service announcement.

You may have like myself received a email saying your virgin broadband package is going up by £3 a month mid way thru the contract as of the 1st February.

This is now not allowed  (see link)

Before you could use a clause in your contract that if the rise was more than the rate of inflation (which mine was 7.5%) you can come out without penalty and just give 30 days notice. Now any mid price increase gives you the same get out.

I have rung today and they do have a save tool which in most cases will lower your tariff from what you are paying now and they re sign you for 12 months or you can choose to leave and take a new customer deal elsewhere.

So ring from your home phone if you have them for the phone services 150 it is free and ask to be put thru to the disconnections team. Quote the above information and you will get out of your contract or save money.
